LANDFILL MONITORING
Calscience offers analytical services to support groundwater monitoring and vapor testing in conjunction with landfill monitoring programs under Subtitle C and Subtitle D of the Resource Conservation and Recovery Act (RCRA). Subtitle D addresses monitoring of non-hazardous municipal landfills while Subtitle C addresses groundwater monitoring for operating and closed treatment, storage and disposal facilities (TSDs).
Under Subtitle D, EPA's minimum national technical criteria (regulations) include specific requirements for groundwater monitoring of municipal landfills. The primary regulations are found in 40 CFR Part 257 and Part 258 of the Code of Federal Regulations. Two types of monitoring of municipal landfills are Detection Monitoring (Appendix I list) and Assessment Monitoring (Appendix II list).
EPA has also issued regulations under the Clean Air Act that applies to emissions from landfills, and certain EPA criteria issued under the Clean Water Act may apply. Under Subtitle D, the state and local governments are the primary planning, permitting, regulating, implementing, and enforcement agencies for management of municipal landfill, so monitoring requirements may be supplemented by local and state agency requirements.
40 CFR Part 264 addresses the groundwater monitoring of operating and closed TSDs under RCRA Subtitle C. The specific detection monitoring requirements and target list are found in Appendix IX of 40 CFR Part 264.
